the no harm, no foul defense

Chris Matthews just used a rhetorical defense of the NSA program. His view is since no one has come forward to complain about being spied on, then "no harm, no foul."

Matthews is as elastic as a rubber band.

Boy oh boy, this is funny. So, I suppose there is no reason for the ACLU then, huh, based on his philosophy. Maybe someone should pre-lick his food next time he goes to a restaurant when he eats. No harm no foul, by his logic, if he didn't know it happened, right????
